This PR adopts and configures scriv for changelog management. I also added a changelog entry for #113.
While I'm at it, I added some guidance to CONTRIBUTING which will help guide people in the use of conventional commits, prefixed branches and scriv categories.
I may have gone on too long about style commits/PRs... Edits welcome.
Closes #105.
